Should the U.S. get rid of midterm elections?

Turnout for Tuesday’s midterms is expected to be low, even though super PACs have spent more than $1 billion to tilt the balance of Congress. One idea, floated in an opinion piece in The New York Times, is to get rid of congressional midterms so that all federal races could take place together.
