Turnout for Tuesday’s midterms is expected to be low, even though super PACs have spent more than $1 billion to tilt the balance of Congress. One idea, floated in an opinion piece in The New York Times, is to get rid of congressional midterms so that all federal races could take place together. The Constitution could be amended so that members of the House of Representatives would serve four-year terms, while Senate terms would go up to eight years from six.
